Newer than Racine, older than it looks
Next door, the City of Racine's median home dates to 1953. Mount Pleasant's is 1983, and 76.8% of homes here are owner-occupied against Racine's 60.2%. It is tempting to call the village's housing new. The numbers say it is mixed: 45.9% of units predate 1980, and only 5.1% predate 1940, so most of the older half comes from the middle decades of the century.
That split decides which rules apply. A house started on or after June 1, 1980 is covered by the Wisconsin Uniform Dwelling Code, and alterations to it must meet the code. An older one follows the Village's requirements, and if it was built before 1978, paid work that disturbs paint or replaces a window falls under Wisconsin's lead-safe rule.
The village is still adding people, from 27,732 at the 2020 Census to a state estimate of 28,801 for 2026. For the homes built in the 1980s and 1990s, the work tends to be second-generation: replacement windows, second roofs, re-siding and updated kitchens.

Unlike some neighbors in Milwaukee County, Mount Pleasant requires a permit to replace existing windows, and the 2021 fee schedule charges per window to “Replace existing windows & doors.” Count the openings early, since the fee follows the count. See windows and doors.

The Village's 2021 schedule set roofing and siding replacement at “$20.00 per 1,000 sq. ft.,” a fee based on area rather than job value. Contractors need state Dwelling Contractor and Qualifier credentials to pull the permit. On a code-covered house with a slope of 4:12 or less, ice-dam protection is required at the eaves. Siding shares the roofing permit and fee line. If vinyl goes up late in the season, the Vinyl Siding Institute calls for widening the clearance at trim and openings to 3/8 in. below 40°F, because cold panels expand once they warm. See siding.

Kitchen RemodelingMount Pleasant permits
Section 14-8(c)(8) of the Village code sets application requirements for “Residing, reroofing and window replacement,” so all three need a permit here. Remodeling and alteration projects need one too. Section 14-8(a) adds that the inspector “shall reserve the right to waive the permit requirement for minor alterations or repairs,” which means a small repair may not need one, but that is the inspector's decision to make, not the homeowner's or the contractor's.

From town to village
The state approved Mount Pleasant's incorporation as a village on June 5, 2003; before that it was the Town of Mount Pleasant. The GNIS place name Waxdale lies inside the village, and properties there get permits from the Village. Mount Pleasant is also one of the Lake Michigan shoreline communities covered by the Wisconsin Coastal Resilience project, run with Wisconsin Sea Grant.

Do I need a permit to replace windows in Mount Pleasant?
Yes. The Village code lists window replacement with re-roofing and re-siding, and the fee schedule charges per window. That is different from places such as West Allis, where a same-size replacement needs no permit.
Can the inspector waive the permit for a small repair?
The code lets the inspector waive the requirement for minor alterations or repairs. Ask before the work starts rather than assuming a job is small enough.
Is my 1970s house covered by lead-safe rules?
