The Brookfield Concept and a 1975 median
The Encyclopedia of Milwaukee describes the "Brookfield Concept," which "requires houses to be built on large open lots," and notes that more than 85 percent of residents live in single-family homes. The Census Bureau's 2020–2024 estimates put the city's median build year at 1975, with 58.3% of homes built before 1980 but only 2.5% before 1940. Brookfield is a city of postwar and 1970s houses, and 82.8% of them are owner-occupied.
A house built in 1975 has almost certainly been re-roofed at least once, and may have new siding or windows as well. So the useful questions on a Brookfield estimate are about the last round of work: whether the previous roof went over the original, whether flashing was reused, whether ventilation was ever balanced, and what is behind the siding.
Most of these homes were built before the state's Uniform Dwelling Code began to apply in June 1980, so Brookfield's own code carries the weight, and it is stricter than several neighbors'. Houses built before 1978 also bring Wisconsin's lead-safe rules into painting, siding removal and window replacement.

Brookfield's code has a trigger worth knowing: replacing more than 25% of a roof's covering within 12 months requires the whole roof to meet current code. A roof repair done in stages after storm or ice-dam damage can cross that line. Keep repairs scoped and dated, and when damage is widespread, price a replacement alongside the repair.

Every roof replacement in the City of Brookfield needs a permit, and the code caps roofs at two layers. On a 1970s house that already carries an overlay, the next roof is a tear-off, which is also the chance to inspect the deck, run ice-and-water membrane at the eaves and correct attic ventilation.

Siding replacement needs a permit too. On a pre-1978 Brookfield house, removing old siding disturbs painted surfaces well past the 20 sq ft exterior threshold, so that siding job is lead-safe work. New cladding goes over a water-resistive barrier, with flashing at every window, door and roof-wall intersection.

Brookfield lists "Kitchen Remodel/Cabinet Replacement" as needing building, electrical and plumbing permits. Waukesha and Muskego exempt a straight cabinet swap; Brookfield's list doesn't. Budget the permit into any kitchen remodel, even one that keeps the layout.

Brookfield's code is explicit. Section 15.04.440A: "No person shall construct, install or replace a roof covering…unless a permit therefor has first been obtained," and 15.04.440B limits roofs to two layers. Section 15.04.450A says the same for "exterior aluminum or other siding." The 2026 fee for each is $80. Interior or exterior alterations need a permit as well.
Online applications moved to the City's OpenGov portal on January 2, 2026. The City states that contractors "must produce the appropriate State of Wisconsin licenses and credentials prior to obtaining building permits." Its permit list doesn't address like-for-like window replacement, so ask Inspection Services before ordering windows.
The Town of Brookfield is a separate municipality with its own permits. Its rules were not part of the research for this page, so Town residents should check with the Town before starting work.
