Half before 1980, half after
The median Menomonee Falls home was built in 1980, and almost exactly half the housing units (49.9%) predate that year. It happens to be the year the Wisconsin Uniform Dwelling Code took effect, for homes started on or after June 1, 1980. So on one street a house may be governed by the state code for any alteration, and on the next the Village's own requirements are what apply. The first thing to establish on any job here is when the house was built.
The older half has a notable start. The Encyclopedia of Milwaukee records that Hiawatha Heights, laid out in 1938, “became Wisconsin's first subdivision approved by the Federal Housing Authority.” Most of the older half, though, dates from 1940 to 1979; only 4.5% of units predate 1940. Anything built before 1978 falls under Wisconsin's lead-safe rules for paid work, which matters for painting, window replacement and any interior demolition.
The newer half tends to raise different questions: second roofs, first remodels of kitchens and baths, and lower levels being finished or redone. The population is still growing, from 38,527 at the 2020 Census to a state estimate of 41,374 for 2026, and 74.0% of homes are owner-occupied.

The Village states that “kitchen, bathroom and lower level remodels/updates require a building permit.” A basement done right starts with moisture. On a code-covered home, the state bans sheet poly rated 0.1 perm or less on below-grade walls, and a basement bedroom needs a second exit, which can be an egress window with a clear opening of at least 20 by 24 in. Here the permit trigger is broad. The Village requires one “when room, window, or door sizes change or drywall is removed.” A bath refresh that opens a wall is permitted work, so plan for it rather than finding out mid-job. See drywall.

Menomonee Falls is a village, entirely within Waukesha County, and its Engineering & Development staff handle building permits. For re-roofing or re-siding, the Village asks for a “Completed Building Permit Application” and says “a final inspection will be performed by the building inspector.” Window and door replacement needs a permit when sizes change. Kitchen, bathroom and lower-level remodels need one, as does any job that removes drywall.
Applications go through the Village's BS&A online portal. If a dumpster cannot sit on the property, Public Works issues a separate permit. Confirm current requirements with the Village before work begins; neighboring municipalities across Waukesha County set these lines in different places.

The honest distance
At about 21 miles and 39 minutes from Muskego, Menomonee Falls is one of the longer drives in the service area and well north of the company's home base. We would rather say that plainly. The estimate is still free and still done at the house, and the scope still goes in writing.

Do I need a permit to finish or redo my basement in Menomonee Falls?

It is worth doing. Wisconsin DHS says about 1 in 10 homes in the state has high radon levels and that testing is the only way to know. Testing before walls go up is simpler than after.
Is my house covered by the state building code?
If it was started on or after June 1, 1980, the Uniform Dwelling Code applies to it and to alterations. Older homes follow the Village's requirements. With a 1980 median, Menomonee Falls splits almost evenly.
Does replacing windows need a permit?
