Interior painting cost in southeast Wisconsin
What is and is not known about interior painting prices around Milwaukee, and what actually decides the price of painting the rooms in your house. Written by C&L Property Improvements, a family-owned painting and remodeling company based in Muskego.

The short answer
We did not find a published, methodologically sound figure for Milwaukee-area interior painting cost. Here is what we did find, and what actually sets the price.
Neither the Remodeling 2025 Cost vs. Value Report (www.costvsvalue.com) nor the 2026 Houzz & Home Study reports interior painting spend at all. The cost-aggregator pages that rank for this search do not show their methods, and one displayed two different price ranges for the same page during our research. The older local price pages we found date from 2020 and 2022. We do not repeat any of them.
The one hard local number is labor. In May 2025, painters in the Milwaukee-Waukesha metro earned a mean of $26.94 an hour and a median of $24.34, and drywall and ceiling installers a mean of $29.29 and a median of $29.23, according to the Bureau of Labor Statistics. That is what workers are paid, not what a contractor charges; the price also carries payroll taxes, insurance, equipment, paint, overhead and profit.
Labor is usually the larger part of an interior painting price, and the hours depend less on the size of a room than on what the walls need, how much trim there is, and how much has to be moved and protected. Here is what sets them, and how to read an estimate for interior painting.

The fee is the small part. What lead-safe containment, cleanup and verification add to a job was not quantified by any source we reviewed.
What actually drives the price

What is being painted
Walls, ceilings, trim, doors and windows are separate pieces of work, and many estimates price them separately. Walls alone in a plain room is the smallest version of the job. Adding the ceiling, baseboard, casings and two doors makes the same room a much bigger job. Cabinets are a separate project altogether.

Wall and ceiling repair
Filling nail holes is routine. Cracked plaster, loose areas where plaster has lost its grip on the lath, water stains and old patches take repair time and drying time before primer. The National Park Service notes that plaster is often not as badly damaged as it first appears and recommends repair over wholesale removal. Larger repairs are drywall work.

Color changes and primer
Going from a dark or strong color to a light one, or the other way, usually takes an extra coat. Water stains, smoke and marker need a stain-blocking primer or they bleed through. Glossy old trim paint needs cleaning and scuffing, and often a bonding primer, before a new coat will stick.

Trim, doors and woodwork
Trim is brushwork, and older houses have a lot of it: wide casings, tall baseboards, built-ins and paneled doors. Painting previously stained woodwork is a one-way decision and a prep-heavy one. Trim can take as long as the walls in the same room.

Ceiling height and stairwells
High rooms, vaulted ceilings and stairwells need taller ladders or staging set up safely over stairs. The wall area may be modest, but the setup time is not.

Wallpaper removal
Stripping paper, washing off adhesive and repairing the wall surface underneath can take longer than painting the room. What is under the paper is unknown until it comes off, so estimates often price removal separately.

Moving, protecting and living around the work
Furniture moved and covered, floors protected, and rooms painted in an order that lets the household keep living in the house all take time. An empty house is the fastest version of any interior job.

Lead-safe work in pre-1978 homes
Scraping or sanding 6 sq ft or more of painted surface in a room of a pre-1978 house, or replacing a window, brings Wisconsin's lead-safe renovation rule (DHS 163) into play: a certified lead-safe company and renovator, containment and specific cleanup. See lead-safe renovation in Wisconsin.

Heat, ventilation and scheduling
Interior paint needs warmth to cure. Benjamin Moore's data sheet for its Regal Select line says not to paint when air or surface temperatures are below 50°F, so winter work needs the heat on. The EPA advises extra ventilation when using products that release VOCs, which paint does.
How projects differ
A repaint of sound drywall rooms
Walls and ceilings in good shape, similar colors, painted trim that just needs a fresh coat. Light patching, one primer spot here and there, two finish coats. The hours are mostly cutting in and rolling.
An older house with plaster and dark colors
Cracked plaster to repair, a deep color to cover, stained trim the owner wants painted, and a pre-1978 build date. Repair, drying, primer, extra coats, heavy trim prep and lead-safe practices all add hours to rooms of the same size.
A whole house painted before move-in
No furniture, no one living there, and every room in one continuous job. The same square footage takes fewer hours than it would in an occupied house.
Permits, and the rule that does apply
Interior painting does not normally need a building permit. In a house built before 1978, Wisconsin's lead-safe renovation rule applies whether or not a permit is needed.
City of Milwaukee
No permit required for painting, papering and similar finish work (Milwaukee Code of Ordinances s. 200-24). That exemption does not remove lead-safe obligations.
City of Muskego
The city's permit brochure lists painting and decorating as work that normally does not need a permit.
Wisconsin lead-safe renovation rule (DHS 163)
Applies to paid work in homes built before 1978 that disturbs 6 sq ft or more of painted surface per room, or replaces a window. Both the company and the renovator in charge must hold Wisconsin DHS certification. Owners and occupants must receive the EPA Renovate Right pamphlet before work starts.
Controlling cost without cutting corners
Clear the rooms yourself
Emptying shelves, taking down pictures and moving small furniture before the painters arrive takes hours off a labor-driven price.
Paint several rooms at once
One setup, one cleanup and one trip for materials covers several rooms. Grouping work is more efficient than painting a room at a time over several visits.
Keep ceiling and trim colors consistent
One ceiling white and one trim color throughout the house means fewer products, fewer changeovers and simpler touch-ups later.
Repair plaster rather than replacing it
Sound plaster with cracks can usually be repaired and painted. Tearing it out for drywall is a bigger, dustier job, and in a pre-1978 house a lead-regulated one.

Questions
How much does it cost to paint a room?
No methodical local figure exists, and per-room prices published online hide the things that matter: ceiling or not, trim or not, repairs, color change and furniture. Ask for a room-by-room written scope so you can see what each price includes.
Are ceilings and trim included in an interior painting price?
Not always. Many estimates price walls, ceilings, trim and doors separately. Read the scope, not just the total.
Do plaster walls cost more to paint?
Often, because older plaster tends to need more crack and patch repair before paint, and most plaster houses predate 1978. Sound plaster itself paints well.
Can interior painting be done in winter?
Yes. It is a good winter job as long as the heat stays on: Benjamin Moore's Regal Select, for example, should not go on below 50°F air or surface temperature. Plan for ventilation while the paint cures.
Do I need a permit to paint inside my house?
No, not in Milwaukee or Muskego. In a pre-1978 house, the lead-safe renovation rule still applies to paid work that disturbs painted surfaces past the thresholds above.
